Is APN necessary for GCM?

From this article Google "supports iOS", but from Google's own documentation "The Firebase Cloud Messaging APNs interface uses the Apple Push Notification service (APNs) ...". It's not clear if this is by necessity or an optional layer of either needless complexity or beneficial abstraction from the text of either the Wikipedia article or the Google documentation. The Google documentation suggests APN is necessary, which somewhat goes against the notion that GCM "supports iOS".
